Job description

Equal Opportunities

At Transport for Wales we value diversity. It makes us stronger, helps us understand our customers better, make better decisions and be more innovative. Everyone’s different and has their own perspective so we’re building a diverse team that mirrors the communities we serve. Through this we’re determined to be one of Wales' leading inclusive employers.  We’re creating an inclusive transport network that everyone in Wales can be proud of.

Who we are

At Transport for Wales, we’re on a mission to transform transport in Wales and make it fit for the future, whether that’s rail, bus, walking or cycling. We want to inspire a nation to change the way it travels, so that we all travel more sustainably and help to combat the climate emergency we’re all facing.

We’re an open and inclusive place to work, where everyone is welcome and our people are supported to reach their full potential. We want to create an environment where our people can grow and succeed. This is key to enabling us to deliver on the promises we’ve made to the people of Wales to build a sustainable transport network that meets their needs.

Role responsibilities

The role of the IT and Digital Services (ITDS) Programme Manager is to lead and coordinate the delivery of complex, multi-project portfolios that align with Transport for Wales’ (TfW) organisational goals and to deliver improvements to the user experience of public transport in line with Welsh Government transport policy and strategy. Ensuring successful programme outcomes while delivering business value through technology driven solutions

Equal Opportunities

  • Be accountable for leading and delivering two portfolios of ITDS related programmes and projects across TfW through taking accountability for the application of robust project lifecycle methodologies (such as APM or PRINCE 2), implementation of project plans, attainment of key milestones, resource, and budget management to ensure these are completed safely to time, cost and quality.

  • Provide a professional and effective programme and project management service, including project governance, reporting, technical working groups and executive steering groups, in accordance with the required processes and timelines to ensure the projects are aligned to TfW processes and delivered to cost and quality.

  • Manage and lead project and programme teams by collaborating with internal colleagues, external contractors/partners, key stakeholders, and supply chain to ensure projects meet desired outcomes in terms of scope, timescales, and cost.

  • Manage and be accountable for the allocated portfolio budgets in conjunction with the Head of Portfolios and Programmes and Finance Business Partner, escalating any variances where required to ensure costs remain within the agreed budget.

Who we’re looking for

  • Degree level qualification in IT, Business Administration, Economics or a related field.
  • Have a project management qualification such as APM or PRINCE2 or similar.
  • Proven experience of leading on a variety of complex IT and Digital Services transport/rail related projects as the Senior project lead.
  • Proven experience of managing a budget, including forecasting and monitoring spend.

Welsh Language Skills

The ability to speak/write Welsh would make a great addition to your application, but it is not essential for this role.

Transport for Wales supports and promotes the use of the Welsh Language by employees and will encourage them to develop, improve and maintain their Welsh Language skills. We fully support our people who want to improve their Welsh language skills, and personal development for Welsh Language skills are offered in a variety of ways such as online learning, classroom courses and funding attendance at local community courses.
